The VC04-NJM1109 is strong enough to drive earphones, but safe for amplifiers. The maximum output power is 2 x 440mW which is great for headphones. The board has a limited gain of 10 dB to avoid damaging the main amp board. It's around 3V/V voltage gain which amounts to 2V RMS for mobile devices.
